TAMM (meaning “complete” in Arabic) is Abu Dhabi’s unified digital government services platform, designed to consolidate all emirate-level government services into a single integrated portal and mobile application. Launched by the Abu Dhabi Digital Authority (ADDA), TAMM provides residents, citizens, businesses, and visitors with streamlined access to services from over 30 government entities, covering areas such as business licensing, housing, education, health, transport, and civil documentation.

UAE Context

Before TAMM, Abu Dhabi government services were distributed across dozens of separate entity websites and physical service centres. TAMM consolidated these into a single user-centric platform organized around life events and business needs rather than by government department. The platform incorporates proactive service delivery, where government entities initiate actions based on known data rather than waiting for applications. For example, TAMM can notify a resident when their licence is due for renewal and pre-populate the renewal application with existing data.
