Definition

The Dubai International Financial Centre (DIFC) is a purpose-built financial free zone and special economic area located in central Dubai. Established by federal decree in 2004, DIFC operates under its own independent legal system based on English common law, with its own courts, regulator (the Dubai Financial Services Authority), and commercial legislation. This distinct legal framework is designed to meet the standards expected by international financial institutions and investors.

UAE Context

DIFC has grown into the leading financial hub in the Middle East, Africa, and South Asia (MEASA) region, bridging markets across a time zone spanning from London to Hong Kong. The centre hosts over 5,000 registered entities including banks, asset managers, insurance companies, fintech firms, and professional services providers. Major global institutions including Goldman Sachs, Morgan Stanley, JPMorgan, and HSBC maintain regional operations within DIFC. The centre generates a significant portion of Dubai’s financial services GDP and serves as the primary venue for international finance in the emirate.
